Expands the Electric Vehicle Grant Fund to provide grants to private nonprofit or for-profit corporations in addition to existing eligible recipients (state agencies, public universities, public transit agencies, local governments, landlords of multi-family buildings, and unit owners' associations).

Establishes three criteria for prioritizing grant recipients: energy efficiency potential, ability of charging locations to serve existing electric vehicles or encourage new purchases, and extent to which stations would not be installed without fund assistance.

Allows the Colorado Energy Office to grant full installation costs for locations that are especially advantageous for electric vehicle market support but lack other available revenue sources, while generally intending grants to be partial assistance that maximizes the number of stations installed.

Declares the act necessary for immediate preservation of public peace, health, and safety.
