Department of Revenue shall not charge a fee for one set of Distinguished Flying Cross special license plates issued to persons whose cross was awarded for valor.

Appropriates $824 from the Colorado state titling and registration account of the highway users tax fund to the Department of Revenue for fiscal year beginning July 1, 2014 for computer programming services to implement the act.

Appropriates an additional $824 to the Governor's Office of Information Technology for computer center services related to implementation, funded through reappropriated moneys from the Department of Revenue.

Act takes effect at 12:01 a.m. on the day following the expiration of the ninety-day period after final adjournment of the general assembly (August 6, 2014, if adjournment occurs May 7, 2014), unless subject to a referendum petition.
