SB 14-035 Summary

• Repeals substantially all provisions enacted by Senate Bill 13-252 that expanded Colorado's renewable energy portfolio standards and compliance requirements.

• Reduces the renewable portfolio standard for cooperative electric associations serving 100,000 or more meters from 20% back to 10% for year 2020 and thereafter.

• Eliminates coal mine methane and synthetic gas from pyrolysis of municipal waste as eligible renewable energy resources.

• Returns the maximum permissible retail rate impact for cooperative electric associations from 2% to 1% of annual electric bills.

• Eliminates additional distributed generation carve-outs and reporting requirements for cooperative electric associations that sell electricity wholesale.
