Authorizes the Department of Military Affairs to design a USS Colorado (SSN-788) special license plate for motor vehicle owners who support the submarine.

Allows natural persons who support the USS Colorado submarine to obtain and display the special license plate on trucks under 16,000 pounds, passenger cars, motorcycles, or noncommercial/recreational vehicles.

Appropriates $4,120 from the Colorado state titling and registration account for computer programming services to implement the license plate program.

Appropriates $1,658 from the license plate cash fund to the Division of Motor Vehicles for purchasing special license plates.

Appropriates $4,120 to the Office of Information Technology for computer center services related to implementation, effective January 1, 2015.
