Amends Colorado Revised Statutes 13-25-102 to require use of the most recent United States Census Bureau mortality table (expectation of life and expected deaths by race, sex, and age) as evidence in civil actions involving life expectancy.

Repeals the outdated static mortality table previously specified in section 13-25-103, allowing the statute to reference the Census Bureau's regularly updated tables instead.

Permits use of the Census Bureau mortality table together with other evidence regarding health, constitution, habits, and occupation when establishing life expectancy in civil litigation.

Applies to all civil actions, special proceedings, or other modes of litigation in Colorado courts on or after the effective date (August 6, 2014).

Act was subject to referendum petition and required approval by voters at the November 2014 general election if challenged within 90 days of adjournment.
