Creates a new crime of "endangering utility transmission" as a class 3 felony, prohibiting tampering with facilities transmitting electrical energy over 30,000 volts or water, liquid fuel, or gaseous fuel by pipeline with intent to cause damage, malfunction, theft, or unauthorized removal that would interrupt service or create substantial risk of death or serious bodily injury.

Expands the definition of "endangering public transportation" to include theft and unauthorized removal of material in addition to damage and malfunction for public conveyances and their supporting infrastructure.

Defines "facility of utility transmission" to include any area, structure, or device designed or used to support transmission of high-voltage electricity or fuel/water via pipeline.

Appropriates funds for fiscal years 2015-2018: $21,484 (FY 2015), $42,968 (FY 2016), $64,452 (FY 2017), and $85,935 (FY 2018), with the appropriations section repealing effective July 1, 2019.

Takes effect July 1, 2014 and applies to offenses committed on or after that date.
