SB 14-051 Summary

• Requires the State Registrar to make contact preference forms available to birth parents allowing them to indicate preferences for contact (direct, through third party, or no contact) with adult adoptees, descendants, or legal representatives.

• Grants adult adoptees, adoptive parents, custodial grandparents, and their legal representatives direct access to all adoption records upon request with proof of identification.

• Allows birth parents to obtain original birth certificates if the child was born or adoption was finalized in Colorado, subject to contact preference restrictions prior to January 1, 2016.

• Provides that original birth certificates must have non-consenting parent's name redacted when one birth parent authorizes release and the other objects via contact preference form filed before January 1, 2016.

• Appropriates $34,120 and 0.6 FTE from the vital statistics records cash fund to the Department of Public Health and Environment for implementation, effective July 1, 2014.
