Amends Colorado Revised Statutes 35-72-103 to require county commissioners to consult with an extension agent with expertise in soil conservation or soil science when evaluating soil erosion complaints, in addition to existing consultation requirements with local district boards and the state conservation board.

Clarifies that county commissioners must determine that property damage "appears to be resulting from the blowing soil" before issuing citations to landowners requiring soil treatment, and must find that an emergency exists.

Increases the maximum assessment cap for soil erosion treatment costs from $15 per acre to $40 per acre per calendar year under Colorado Revised Statutes 35-72-105, or the actual cost of treatment, whichever is less.

Specifies procedures for recording and delivering assessment resolutions, including recording in board minutes, delivering the original to the county assessor, and sending copies by registered mail to the landowner and occupier.

Takes effect 90 days after final adjournment of the general assembly (August 6, 2014), subject to referendum petition and voter approval if challenged.
