Narrows the daily vehicle rental fee to apply only to "short-term vehicle rentals," defined as motor vehicles with a gross vehicle weight rating of 26,000 pounds or less rented for periods not exceeding 30 days.

Imposes a $2 per day fee on short-term vehicle rentals by persons whose primary business is renting vehicles for less than 45 days, including renewals.

Exempts subsequent renewals of short-term vehicle rentals from the fee to the extent the renewal extends the total rental period beyond 30 days.

Requires rental invoices to separately list the daily vehicle rental fee as a Colorado road safety program fee.

Takes effect July 1, 2014.
