Extends enhanced unemployment insurance benefits for unemployed individuals participating in approved training programs from expiration on June 30, 2014 through June 30, 2017.

Authorizes the director of labor and employment to obligate up to $4 million per fiscal year (maximum $12 million total) for the 2014-15 through 2016-17 fiscal years to pay enhanced unemployment compensation benefits.

Extends annual reporting requirement to the joint budget committee and relevant house and senate committees until December 31, 2016 regarding program status and outcomes.

Repeals the sunset date for the enhanced unemployment insurance compensation benefits program from July 1, 2014 to July 1, 2017.

Takes effect July 1, 2014 with a safety clause declaring the act necessary for immediate preservation of public peace, health, and safety.
