Authorizes the Department of Transportation to develop flagperson certification training and examination materials for use by public and private entities conducting flagperson training.

Requires flagpersons to be at least 18 years old, trained by department-authorized entities, and employed by the state, contractors, political subdivisions, or their contractors.

Mandates that flagpersons wear high-visibility garments, display official hand signal devices prescribed in the state traffic control manual, and abide by the Colorado Manual of Uniform Traffic Control Devices while directing traffic.

Makes it a Class A traffic infraction for drivers to fail or refuse to obey flagperson instructions and requires flagpersons or witnesses to report violations to law enforcement agencies.

Takes effect July 1, 2014, and excludes law enforcement personnel performing official duties from these requirements.
