Allows qualifying metropolitan districts providing parks and recreation services exclusively in unincorporated county areas to receive a full percentage share of conservation trust fund moneys instead of one-half, phased in over 3 years (4/6, 5/6, then full percentage).

Eligibility requires the district to have at least 10,000 residents (as of July 1, 2013 estimate), only elected board members, public facilities open to all residents, and request full percentage share during annual certification.

Full percentage share must equal at least $7,500 annually and only applies to districts whose county has not pledged conservation trust fund revenues to secure financing as of January 1, 2014.

Allows the Division of Local Government to accept gifts, grants, and donations to cover implementation costs, with funds credited to a new Conservation Trust Fund Allocation Expense Fund that sunsets July 1, 2017.

Takes effect July 1, 2014; counties must notify the division when financing secured by conservation trust fund moneys has been fully repaid.
