Modifies the definition of "public records" under the Colorado Open Records Act to include all writings made, maintained, or kept by private associations whose membership consists primarily of elected officials or individuals holding covered state offices.

Applies to private associations that receive at least 10% of their annual revenues from public moneys.

"Covered state office" is defined by reference to section 24-6-203 (1) (c) of Colorado Revised Statutes.

Takes effect September 1, 2014, unless a referendum petition is filed within 90 days after final adjournment of the general assembly, in which case it requires voter approval at the November 2014 general election.

Applies to all records requests submitted on or after the applicable effective date.
