Requires the online voter registration form to include an option for electors to choose whether to cast ballots in person or by mail for all future elections, with changes recorded in the centralized statewide registration system if completed at least 60 days before an election.

Allows registered electors to opt out of receiving mail ballots by submitting a written request at least 60 days prior to an election on an official form prescribed by the Secretary of State, with preference recorded in the statewide registration system.

Permits electors who opt out of mail ballots to change their preference and receive mail ballots again by submitting a written request at least 7 days before the election date.

Requires new voter registrants to be asked during the standard registration process whether they choose to cast ballots in person at voter service and polling centers or by mail for all future elections.

Clarifies that electors who receive mail ballots may still cast votes in person at voter service and polling centers, and the act takes effect August 6, 2014, unless subject to referendum petition.
