Allows facilities with multiple small buildings within the same compound to be licensed as separate community residential homes if each building houses 4 to 8 persons with developmental disabilities.

Permits these separately licensed buildings to apply for and receive federal and state benefits as individual community residential homes.

Requires that individuals and separate buildings within the compound meet all other existing requirements to qualify for such benefits.

Takes effect 90 days after final adjournment of the general assembly (August 6, 2014) unless a referendum petition is filed, in which case it requires voter approval at the November 2014 general election.
