Senate Bill 14-080 Summary

• Eliminates the June 1, 1993 effective date requirement and the mandatory list of specific professional qualifications for property valuation appeal arbitrators in Colorado Revised Statutes 39-8-108.5(1)(b).

• Removes the requirement that arbitrators must be one of five specific categories: attorney licensed to practice law in Colorado, member of the Institute of Real Estate Appraisers, former county assessor, retired judge, or licensed real estate broker.

• Retains requirements that arbitrators maintain experience in property taxation and hold current licensing or certification pursuant to part 7 of article 61 of title 12, C.R.S.

• Takes effect at 12:01 a.m. on August 6, 2014, unless a referendum petition is filed against the measure, in which case it requires voter approval at the November 2014 general election.
