Changes the distributed generation requirement under Colorado's renewable energy standard from one-tenth of one percent to one-half of one percent of utilities' combined total retail electricity sales.

Eliminates the separate requirement for cooperative electric associations serving fewer than 10,000 meters (previously three-quarters of one percent) and establishes a uniform 0.5% target for all cooperative associations.

Allows the 0.5% distributed generation target to be measured collectively among cooperative electric associations as a group rather than individually, reducing compliance costs for members.

Excludes municipal utilities from the distributed generation requirement.

Takes effect August 6, 2014, unless a referendum petition is filed, in which case it requires voter approval at the November 2014 general election.
