Allows the state board of equalization to waive county reimbursement for state reappraisal costs if the county submits a plan to use retained funds to improve county assessor office operations.

If a county fails to implement its approved improvement plan in a timely manner as agreed with the state board, the waiver is revoked and the county must reimburse the state for reappraisal costs incurred.

Specifies that salary and benefits for state employees who work on reappraisals are not reimbursable costs that counties must pay to the state.

County reimbursements for reappraisal costs are credited to the state general fund upon receipt by the state treasurer.

Effective August 6, 2014, subject to voter approval if a referendum petition is filed within 90 days of legislative adjournment.
