• Department of Revenue must submit annual reports to the Transportation Legislation Review Committee beginning July 1, 2015, detailing exceptions processing effectiveness including approval/denial rates, processing times, and reasons for denials.

• Department shall establish rules to resolve minor spelling inconsistencies in identity documents and accept alternative documents to birth certificates for establishing lawful presence.

• Individuals seeking name changes to obtain identification cards may use name-based criminal history checks instead of fingerprint-based checks if fingerprints are inconclusive, and may skip public notice requirements if at least 70 years old.

• $43,260 appropriated to the Department of Revenue for fiscal year 2014-2015 to fund computer center services for implementation, with equivalent amount transferred from controlled maintenance trust fund.

• Act takes effect August 6, 2014, or subject to voter approval if referendum petition filed within 90 days of legislative adjournment.
