Repeals the requirement that non-licensed individuals conducting private firearm transfers must obtain a criminal background check from the Colorado Bureau of Investigation (CBI) before transferring possession of a firearm to another person.

Eliminates the CBI fee requirement for performing instant criminal background checks related to firearm transfers.

Repeals Colorado Revised Statutes section 18-12-112 (Private firearms transfers - background check required - penalty - definitions) in its entirety.

Repeals subsection (3.5) of Colorado Revised Statutes section 24-33.5-424, which established the instant criminal background check cash fund and authorized fee collection for background check services.
