Amends Colorado Revised Statutes 12-42.5-118 to authorize prescription drug outlets located in Colorado to compound drugs for distribution to hospitals in addition to practitioners' office use.

Expands the authority previously limited to pharmacists to now include any prescription drug outlet in the state.

Establishes a limit requiring that compounded and distributed drugs may not exceed 10 percent of the total number of drug dosage units dispensed and distributed on an annual basis by the outlet.

Directs the state board to promulgate rules authorizing this compounding and distribution activity.

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, and safety.
