Renames all Colorado state veterans nursing homes to "Veterans Community Living Centers" throughout statute to more accurately reflect the full range of services provided, including domiciliary services, day care, and other programs beyond traditional nursing care.

Creates comprehensive definitions for the renamed facilities and updates all related statutes in titles 2, 24, 26, 27, 28, and 38 of the Colorado Revised Statutes to use the new terminology.

Maintains all existing authority, operations, and requirements for the five state-operated Veterans Community Living Centers located in Homelake, Florence, Rifle, Aurora, and Walsenburg, including eligibility requirements, admission procedures, and federal funding qualifications.

Establishes a central fund for Veterans Community Living Centers to receive and manage all revenues from care payments, federal funds, and donations for operation and capital improvements.

Takes effect on August 6, 2014 (ninety days after adjournment), subject to potential referendum petition and voter approval in November 2014.
