Allows the Colorado Division of Professions and Occupations to issue a provisional physical therapist license to individuals who have completed an accredited physical therapy program and submitted an application with the required fee.

Provisional license holders may only practice under the supervision of an actively licensed physical therapist in Colorado and the license expires no later than 120 days after issuance.

Provisional licenses may only be issued once per applicant and are not subject to standard renewal provisions under Section 12-41-112.

Adds provisional license holders to the grounds for disciplinary action, making it a violation for a licensed physical therapist to fail to provide adequate supervision to unlicensed persons or provisional license holders.

Appropriates $18,336 for fiscal year 2014-2015 ($120 for operating expenses and $18,216 for legal services) to implement the provisional licensing system.
