Establishes unauthorized use of veterinary technician titles as a deceptive trade practice under the Colorado Consumer Protection Act.

Prohibits claiming to be a "Certified Veterinary Technician" (C.V.T. or CVT) without graduating from an accredited veterinary technology program, passing the national veterinary technician examination, and maintaining good standing with continuing education credits.

Prohibits claiming to be a "Veterinary Technician Specialist" (V.T.S. or VTS) with a specialty designation without completing formal education, training, experience, and testing through the National Association of Veterinary Technicians in America.

Takes effect August 6, 2014, unless a referendum petition is filed, in which case voter approval at the November 2014 general election is required.
