SB 14-103 Summary

• Prohibits the sale of new low-efficiency plumbing fixtures in Colorado effective September 1, 2016, defining low-efficiency fixtures as lavatory faucets, shower heads, flushing urinals, and tank-type toilets that are not WaterSense-listed.

• Requires WaterSense-listed fixtures to be tested by an accredited third-party certifying body in accordance with EPA's WaterSense program standards and authorized to use the program label.

• Mandates manufacturers selling these plumbing fixtures in Colorado to file a report by March 1, 2017, detailing the percentage of their 2016 Colorado sales by category for both low-efficiency and WaterSense-listed fixtures.

• Repeals outdated low-flow plumbing fixture requirements from Article 1.3 of Title 9 and related water efficiency provisions in state building codes effective September 1, 2016.

• Allows cities and counties to implement additional or more restrictive water conservation requirements for plumbing fixtures beyond the state standard.
