Directs state treasurer to credit disputed tobacco litigation settlement payments received during fiscal years not otherwise allocated under the settlement fund allocation formula to the general fund rather than the tobacco litigation settlement cash fund.

Modifies allocation formulas for fiscal years 2013-14 through 2016-17 and 2018-19 onward to subtract any disputed payments credited to the tobacco litigation settlement cash fund from the prior year's allocation amount.

Modifies the 2017-18 allocation formula to subtract $15 million and any disputed payments credited to the tobacco litigation settlement cash fund from the 2016-17 allocation amount.

Repeals the requirement in section 26-6.4-107(2)(d)(III) that specified the state treasurer transfer moneys from the general fund to the nurse home visitor program fund using tobacco settlement revenues.

Applies retroactively to disputed payments received on or after the effective date of the act.
