Eliminates the annual $2 million transfer from the Prevention, Early Detection, and Treatment Fund to the Department of Health Care Policy and Financing for Medicaid disease management programs addressing cancer, heart disease, and lung disease.

Increases annual appropriations to the Prevention Services Division of the Department of Public Health and Environment by $2 million for cancer, cardiovascular disease, and chronic pulmonary disease prevention, early detection, and treatment programs.

Modifies Colorado Revised Statutes 24-22-117 by repealing section (2)(d)(IV.5) and amending section (2)(d)(V)(A) to redirect tobacco tax fund allocations.

Takes effect July 1, 2014.
