Amends CSU Global Campus mission to establish moderately selective admission standards for Colorado resident baccalaureate students and prohibits admission of first-time freshmen under age 23.

Prohibits CSU Global Campus from offering associate degrees, bachelor of applied science degrees, career and technical certificates, concurrent enrollment programs, or state-funded supplemental instruction or basic skills courses.

Requires Colorado Commission on Higher Education to review and approve any new online baccalaureate degree programs offered to Colorado residents, considering whether programs are cost-effective, in the state's interests, and distinguishable from existing programs.

Takes effect at 12:01 a.m. on August 6, 2014, subject to possible referendum petition requiring voter approval in November 2014.
