Colorado Water Conservation Board must adopt and update a state water plan according to specific procedural requirements, including involvement of the public and basin roundtables with opportunities for public comment before final adoption.

Board must present plan scope and basic elements to the Water Resources Review Committee by August 1, 2014, draft plan by July 1, 2015, and provide the committee with public feedback summaries by November 1 of each review year.

Any state water plan is declared to be policy only, not a rule, and does not have the force or effect of law.

General Assembly members may request hearings to review submitted plans or amendments, and the Water Resources Review Committee may recommend bills based on review results; such bills do not count against legislative bill limitations.

Appropriates $15,792 reduction to controlled maintenance trust fund and $15,792 total appropriation to legislative department ($13,680), committee on legal services ($528), and legislative council ($1,584) for fiscal year 2014-2015.
