SB14-124 Summary

• Creates the School Turnaround Leaders Development Program within the Department of Education to develop leadership for low-performing public schools through contracted providers and grants to school districts.

• Establishes a School Turnaround Leaders Development Fund with $2,000,000 appropriated for fiscal year 2014-15, with Department of Education authorized to spend up to 5% annually on program implementation.

• Authorizes the State Board of Education to award one-time design grants (up to one-third of annual appropriations for first three years) to providers creating turnaround leadership programs, and ongoing school turnaround leader grants to districts, charter schools, and the State Charter School Institute for up to three budget years.

• Defines eligible school turnaround leaders as principals, teacher leaders, and district-level administrators in schools implementing priority improvement or turnaround plans under Section 22-11-210.

• Requires Department of Education to review provider effectiveness annually and submit annual reports to the State Board, Governor, and Education Committees on grant effectiveness and outcomes.
