Mandates TNCs carry minimum $1 million per occurrence primary liability insurance during prearranged rides and contingent or primary coverage ($50,000/$100,000/$30,000) when drivers are logged in but not actively transporting passengers.

Requires criminal background checks (including sex offender database), driving history reviews, and annual vehicle safety inspections covering brakes, steering, lights, windshield, tires, and safety belts before drivers can operate.

Establishes driver eligibility requirements including minimum age 21, valid driver's license, auto insurance, Colorado vehicle registration, and prohibits drivers with DUIs in past 7 years or certain felonies.

Requires annual TNC permit fee of $111,250 and creates Transportation Network Company Fund; drivers cannot refuse service based on race, ethnicity, gender, sexual orientation, or disability, and must allow service animals.
