SB14-130 Summary

• Increases the basic minimum personal needs allowance for residents in nursing facilities and intermediate care facilities for individuals with intellectual disabilities from $50 to $75 per month, effective January 1, 2015.

• Requires the allowance to increase annually by the same percentage applied to the general fund share of the statewide average per diem net of patient payment.

• Mandates that reductions in patient payments to nursing facilities resulting from the allowance increase be funded in full by general fund and applicable federal funds, beginning fiscal year 2014-2015.

• Appropriates $1,057,300 for fiscal year 2014-2015 to cover the reduction in patient payments ($517,971 general fund, $539,329 federal funds) and $2,289 for Colorado benefits management system modifications ($1,138 general fund, $1,142 federal funds).

• Decreases controlled maintenance trust fund appropriation by $532,412 and adjusts appropriations for regional centers for people with developmental disabilities to accommodate the increased allowance.
