Amends Colorado Revised Statutes 25.5-6-203 to authorize the Medicaid Nursing Facility Cash Fund to pay settlements or judgments resulting from nursing facility provider reimbursement appeals.

Expands the fund's permitted uses to include satisfaction of appeal settlements and judgments, in addition to existing uses for administrative costs and supplemental Medicaid payments.

Fund moneys remain subject to federal matching authorized under federal law and require annual appropriation by the General Assembly.

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, and safety.
