Amends Colorado law to allow the Department of Transportation to receive and consider traffic and engineering data provided by city or county engineers when conducting speed limit investigations on state highways.

Removes the population cap of 5,000 or less, expanding the requirement for CDOT to conduct traffic investigations when any incorporated city or town requests a speed limit alteration on state highways.

Requires that speed limit determinations become effective when declared by the local authority and posted with official signs conforming to state traffic control manual standards.

Declares the act necessary for immediate preservation of public peace, health, and safety.
