Creates new statute 2-2-326 establishing compensation rules for General Assembly members appointed to state entities, distinguishing between compensation during legislative sessions versus interim periods.

During regular and special legislative sessions, appointed members receive only per diem lodging and expense allowances plus travel expenses authorized under existing law.

During legislative recesses exceeding three days, appointed members receive per diem compensation as specified in statute 2-2-307(3)(a), actual and necessary travel and subsistence expenses, with mileage rates capped at executive department levels, paid from legislative department appropriations.

Defines "state entity" to include boards, commissions, committees, task forces, authorities, councils, and similar entities where General Assembly members are statutorily required to serve, excluding the Colorado Commission on Uniform State Laws and Education Commission of the States.

Amends 29 existing statutes to incorporate the new compensation framework for various state entities and boards, with appropriations totaling $87,098 for fiscal year 2014 to implement the changes.
