Reduces expendable funds from the Healthy Forests and Vibrant Communities Fund from $475,000 to $380,000 annually, effective upon passage.

Directs the State Treasurer to transfer $285,000 from the Healthy Forests and Vibrant Communities Fund to the Wildfire Preparedness Fund, with this paragraph repealing on July 1, 2015.

Restricts use of transferred wildfire preparedness funds to three specific purposes: upgrading fire engines through the federal excess property program, increasing technical assistance in wildland fire preparedness, and ensuring state firefighting equipment is operational and coordinated with local fire protection districts.

Modifies the Severance Tax Operational Fund transfers, reducing the period from eight fiscal years (starting July 1, 2009) to three fiscal years (starting July 1, 2014), and reduces the transfer to the Healthy Forests fund from $1.475 million to $1.355 million while adding a new $95,000 annual transfer to the Wildfire Preparedness Fund.

Declares the act necessary for immediate preservation of public peace, health, and safety.
