SB 14-155 Summary

• Creates a health research subaccount within the medical marijuana program cash fund with up to $10 million available for transfer to fund medical marijuana health research studies.

• Establishes the Colorado Medical Marijuana Research Grant Program administered by the state health department to fund observational trials and clinical trials on the medical efficacy of marijuana and its component parts.

• Creates a scientific advisory council of 6-13 members representing diverse medical expertise to evaluate research proposals and recommend grants to the state board of health, which must approve or disapprove recommendations.

• Requires the state board of health to promulgate rules governing grant procedures, application content requirements, selection criteria based on scientific merit and researcher qualifications, and reporting requirements on research progress.

• Allocates $200,000 annually from July 1, 2014 through July 1, 2018 for administrative purposes, with the subaccount and all remaining funds reverting to the medical marijuana program cash fund on June 30, 2019.
