SB 14-157 Summary

• Directs the Department of Military and Veterans Affairs to commission an independent comprehensive report analyzing Colorado's strengths and strategic value regarding U.S. military installations and defense spending by April 15, 2015.

• Report must assess Colorado's alignment with military value criteria used in the 2005 Defense Base Closure and Realignment Commission (BRAC) process and anticipated future restructuring processes.

• Analysis must include Colorado's military installations (Fort Carson, Buckley, Peterson, and Schriever Air Force Bases, and others), defense contractor presence, economic impact (nearly $7 billion from military installations alone), educational institutions, and infrastructure.

• Contractor must be fully independent of the state and federal government and possess substantial experience analyzing military installation strengths, defense strategic plans, and economic impact of military activities.

• Creates the Comprehensive Report on the Value of United States Military Activities Fund with $300,000 appropriated for fiscal year 2014-2015; article repeals July 1, 2016.
