SB14-161 Summary

• Reduces voter registration deadline from 22 days to 8 days before elections for mail, online, and agency registrations, while maintaining 22-day deadline for voter registration drives

• Allows emergency ballots to be obtained for nonmedical reasons including natural disasters or other emergency conditions preventing in-person voting

• Amends national change-of-address procedures to mark voters as "active" when moved within county and clarifies handling of post office box changes

• Increases penalty for providing false residential information when voting from class 6 to class 5 felony and creates new class 6 felony for aiding or abetting false residential information

• Expands military and overseas voter eligibility to include those with parents, spouses, or civil union partners who were eligible to vote in Colorado before leaving the United States
