Establishes the "Carol J. Shanaberger Act" creating quality management programs for emergency medical services organizations to evaluate and improve prehospital patient care.

Quality management information collected by prehospital medical directors and EMS organizations is confidential and not subject to subpoena, discovery, or use as evidence in civil or administrative proceedings.

EMS organizations and prehospital medical directors may share quality management records related to peer review of providers with other EMS organizations or health care facilities without violating confidentiality if the provider is subject to their authority.

Persons acting in good faith and within the scope of quality management functions are granted qualified immunity from civil liability, except for negligent or intentional acts or omissions in the provision of care.

Applies to local emergency medical and trauma service providers, regional advisory councils, and public safety answering points performing emergency medical dispatch, but excludes health care facilities already operating quality management programs.
