Colorado Office of Economic Development shall contract to develop a mobile application called the "By Colorado App" to help consumers find and support local businesses in the state.

Local business is defined as any business owned, located, headquartered in, or manufacturing in Colorado, and businesses must voluntarily elect to participate in the app.

The app must be operational by January 1, 2015, and include searchable features by goods/services type, location, and type of Colorado affiliation; database information shall be made available to other application developers with appropriate security measures.

The office may register a trademark for the "By Colorado App" with the U.S. Patent and Trademark Office or Colorado Secretary of State.

$86,600 is appropriated from general funds for economic development programs to contract for app creation, and $85,000 is appropriated to the Office of Information Technology for contractor services, with funds reallocated from controlled maintenance trust fund.
