Amends Colorado Revised Statutes 32-20-103 to expand the definition of "energy efficiency improvement" to include water conservation fixtures for both indoor and outdoor use and for both hot and cold water.

Allows the Colorado New Energy Improvement District to arrange financing for water conservation fixtures as a utility cost-savings measure.

Takes effect at 12:01 a.m. on the day following the expiration of the ninety-day period after final adjournment of the general assembly (August 6, 2014, if adjournment sine die is on May 7, 2014).

Subject to referendum petition; if challenged within the ninety-day period, the act will not take effect unless approved by voters at the November 2014 general election.

Applies to energy efficiency improvements financed on or after the applicable effective date.
