Defines "exceptions processing" as procedures allowing persons unable to present required documents to use alternative documents to establish identity, date of birth, or U.S. citizenship for identification purposes.

Establishes the Colorado State Titling and Registration Account to fund development and operation of the state's titling and registration system and the Motorist Insurance Identification Database Program.

Transfers the Identification Security Fund balance to the Licensing Services Cash Fund on the effective date and repeals the requirement for future deposits to the Identification Security Fund.

Requires the Department of Revenue to set fees for driver's licenses, identification cards, and related documents according to Section 42-2-114.5 procedures, with fee increases capped at 20% before July 1, 2016, and 5% annually thereafter.

Appropriates $191,651 and 2.7 FTE to the Department of Revenue for fiscal year 2014-15 to implement exceptions processing and related administrative functions.
