Authorizes alternative fuel vehicles to use high occupancy vehicle (HOV) and high occupancy toll (HOT) lanes using either a sticker/decal or transponder instead of only stickers/decals.

Expands the limit of authorized vehicles from 2,000 to 6,000, with the department of transportation able to increase this number if new HOV lanes are added.

Redefines eligible vehicles as "alternative fuel vehicles" including electric, natural gas, propane, hydrogen fuel cell, and certain hybrid vehicles, eliminating the previous category of low-emission vehicles that don't meet this definition.

Sets authorization to expire 48 months (4 years) after issuance or when vehicle ownership changes, except for vehicles authorized or on the waiting list before April 1, 2014, which may continue indefinitely if not sold.

Requires applicants to provide an affidavit attesting their vehicle is an alternative fuel vehicle and acknowledge that authorization expires upon change of ownership.
