Expands the School Energy Loan Program to cover broader "energy efficiency projects" beyond just energy-efficient buses, including building improvements, equipment installation, water conservation, and motor vehicle fleet upgrades.

Allows school districts to use loan funds for renewable energy projects located on school premises that may be interconnected to the utility grid, incorporate third-party ownership, or include interests in community solar gardens.

Permits renewable energy projects and energy efficiency improvements to be financed at charter schools within a school district.

Modifies loan application requirements to accept either federal Energy Star certification or compliance with efficiency standards under Section 22-32-124.3 instead of only Energy Star ratings.

Changes loan interest rate requirement from "maximum rate" to "at least equal" to the average book yield earned by the permanent school fund in the most recently completed quarter.
