Creates a Key Industries Talent Pipeline Working Group within the State Workforce Development Council to align workforce development, economic development, and education with employer needs across key industries.

Establishes collaborative framework requiring the State Council, Department of Higher Education, Department of Education, Department of Labor and Employment, and Colorado Office of Economic Development to discuss industry needs, develop career pathways, and implement sector partnership strategies.

Mandates development of talent pipeline infrastructure including employer listening processes, curriculum alignment for high-demand occupations, occupation-aligned education and training options, skills assessments, and academic career counseling.

Requires annual Colorado Talent Report that incorporates data from the Department of Higher Education's Job Skills Report, analyzes key industry job skill requirements, tracks career pathway program progress, and makes recommendations on talent pipeline development and data alignment.

Creates Talent Pipeline Cash Fund in state treasury to receive gifts, grants, and donations for action grants to talent pipeline projects, with funds not reverting to general fund at fiscal year end.
