Requires the Division of Insurance to conduct a preexamination conference with each insurer before beginning a market conduct examination, designed and conducted in accordance with the NAIC Market Conduct Examiner's Handbook.

Establishes that the preexamination conference must address early resolution of issues, avoidance of unnecessary information requests, and facilitation of a complete, accurate, and efficient examination process.

Requires the Division to hold a pre-draft conference between the Division, examiner, and insurer at least 30 days before filing a draft examination report.

Mandates that the pre-draft conference address resolution of outstanding issues, discussion and resolution of corrective actions, and review of the report before it is printed in draft form.

Takes effect August 6, 2014, and applies to all market conduct examinations conducted on or after the effective date.
