Establishes the Alzheimer's Disease Treatment and Research Center within the University of Colorado School of Medicine using existing facilities and staff.

Center may provide care and treatment programs for Alzheimer's disease patients and assist those unable to pay full costs despite having insurance, Medicare, Medicaid, or other assistance programs.

University of Colorado School of Medicine must develop eligibility standards, expand care and treatment programs including home care, provide financial assistance for disease control agents, and conduct educational programs for physicians and the public.

School of Medicine must establish research programs to investigate causes and possible cures or alleviation of Alzheimer's disease suffering.

Appropriates $250,000 from the general fund to the Department of Higher Education for fiscal year 2014-2015, with funds allocated to the College Opportunity Fund program and the University of Colorado Regents for implementation.
