Increases the criminal statute of limitations from 5 to 10 years for vehicular homicide and leaving the scene of an accident resulting in death when both offenses are charged together in the same criminal episode.

Extends the civil statute of limitations for wrongful death lawsuits from 2 to 4 years against defendants who committed vehicular homicide and left the scene as part of the same criminal episode.

Maintains the 5-year statute of limitations for vehicular homicide and leaving the scene charges when prosecuted separately or not as part of the same criminal episode.

Applies to all offenses committed on or after July 1, 2014.

Requires the Colorado General Assembly to conduct a post-enactment review within 5 years to assess whether the law increased successful prosecutions and decreased hit-and-run cases.
