Changes terminology from "principal" to "client" and defines "lobbying firm" to include self-employed professional lobbyists and entities employing one or more lobbyists on behalf of clients other than themselves.

Mandates professional lobbyists to update their registration within 24 hours when agreeing to lobby for a new client or other lobbyist on a subcontract basis not previously disclosed.

Extends full disclosure requirements to attorney lobbyists to the same extent as non-attorney professional lobbyists, ensuring consistent reporting of client information.

Appropriates $12,360 from the Department of State cash fund for fiscal year 2014-2015 to support information technology implementation and takes effect July 1, 2015.
